Legal Question in Immigration Law in California

I live in CA and am a legal resident since 1975, not a citizen, and want to marry someone who is in another country, can I get a visa for him, do we have to marry here in the us to be valid?

No you don't have to marry in the U.S. but the facts of this case are somewhat complicated and her intention to visit or stay in the U.S. would need to be examined. Different visas are permitted with different intentions. They're not all the same and she needs to apply for what she best qualifies for.
