Disability
I have permanent paralysis to the left side of my face from Bell's Palsey. Would I be considered disabled under any Federal or California State laws?

Maybe, but it wouldn't likely affect your ability to work, so wouldn't generate 'discrimination' that was recognizable under employment law. If it has somehow been the reason for adverse job action, then contact me to discuss.
