Legal Question in Disability Law in California

Where can I find where law code that public entity can not be sued for punitive damages and why. Even when all cost of operations is not coming out of the general fund. Even when they are self sufficient

You can\'t punish the citizens of the city, county or state. You can only sue the entity for your non-punitive damages. If you have a good attorney who is experienced in suing public entities, this will not present a problem.
