Is it lawful to verbally harrass a handicapped person for any or no reason that other persons are not harrassed?

"Discrimination" and 'harassment' protections applies only to employment and business settings. There is no law against being offensive '[yet] other than those. If you were so harassed in a store or at work, feel free to contact me.
