Legal Question in Disability Law in California

I have a neighbor and everytime i walk outside alone he makes unwanted innapropriate comments...Hey baby you look so good when you gonna let me have some of that...all i do is think about you all the time..etc. he has tried to flag me down and get me to pull over...he just can't take the hint. this has been on going for years but seems to get worse. what can i do? does this constitute harassment?

It constitutes rude, offensive and juvenile behavior. But you can't sue a person for offensive words. If you can show his actions create a threat of imminent harm, you may be able to get a retraining order against him, keeping him a certain distance away from you.
