Legal Question in Disability Law in California

My wife and I have been married for 2 years and her step daughter has been living with us full time for since we've been married.

My mother in law received temporary custody of the child when she was born (12 years ago). The custody arrangement was never legally changed.

My wife and I want to claim the child on our taxes since we pay for everything and the child lives with us.

I'm worried the mother in law may try to claim her though she doesn't provide any "real" assistance.

My wife said that they never went to court for the temporary custody arrangement 13 years ago. They went to a paralegal. How long does Temporary Custody "last"?

My mother in law insists that we pay her $2K+ or she will not allow us to claim her and will claim my wife's daughter herself.

This would be hardship since my mother in law provided $0 assistance after claiming our daughter last year.
