Car Insurance

If a person drives someone else's car and gets involved in an accident (they are not at fault and did not know the car was not insured) can DMV hold the driver responsible if the register owner does not have insurance on the vehicle?

The driver of a car has the responsibility to investigate and verify that (1) the car is safe; (2) the car is legal to be operated on the street and (3) that there is insurance or that the driver's insurance will cover the driver in another car.
