Still illegal, the law says that people under 21 should not possess alcohol it does not say that the possession of alcohol in public by people under 21 is illegal. I do not blame you for asking this question, when I first began practicing law I had to research this question.

It seemed odd that the law could tell an adult (18-20) what he or she could do in the privacy of their own home but if you think about it, the law does that all of the time. For example domestic violence, drug possession, etc.

An example of a law that's on the books to allow occasional prosecution of troublemakers. Since the law cannot really define who is a troublemaker, we have a bunch of laws that are occasionally and highly selectively enforced to allow troublemakers to be arrested and held. I doubt most police and prosecuters don't care if a 20 year old has a glass of zinfandel with dinner, but if there's a riotous party involved, the law will be used to shut it down and break it up and report all the offenders to their mommies and daddies.
