My own experience is only in dealing with the LAPD. Your local department may be much more accommodating, and more easily bowled over. Even with an active case, I have filed a Freedom of Information Act request with the LAPD and gotten nowhere. Subpoena got me nowhere. Finally, a motion under Cal. Civ. Proc. Code 1987.1 requesting monetary sanctions resulted in a contrite phone call from a city attorney. Follow Mr. Selik's advice, but just know that you may need to bring a motion, that is if you have an active case. If you do not have an active case, California's Freedom of Information Act gives you a statutory cause of action against the local government agency to enforce its provisions.
