money owed from ex husband

i was married to my ex for 17 yrs divorced in 2003 he remarried to a russian mail order bride/moved to arkansas now now getting divorced from her and wants to pay her money before he pays me money he owes me first/ can i contest this

If he owes alimony or child support, you can probably collect based on priority and also enforce your rights by garnishment or related processes in any state. However, the question is better asked under a divorce or family law heading rather than administrative law; you'll get more answers if you re-ask it there and they'll come from lawyers who are experts in that field. Administrative law tends to deal with things like city councils, dealing with the bureaucracy, and that sort of thing.
