Legal Question in Administrative Law in California

I am separating from the military from europe and want to go to college in California. How can I gain residency in California without waiting a year? I will be living and working in the state permanently.

I suggest you contact the admissions office at two or three California colleges and universities to determine how they treat people getting an overseas discharge from the military. It may be different from the general rules for determining residency. Also, it may even differ from College X to University Y, your previous residency might play a role, and I believe some colleges will waive the non-resident tuition surcharges for ex-military students.
