can an appeal in unlimited civil court in los angeles 2nd district that is at the very beginning be withdrawn so that. a new appeal can be filed based on newly acquired information

It is impossible to answer your question without much more information. But for starters the question makes little sense in the context of an appeal because you cannot present "newly acquired information" for the first time to the Court of Appeal. An appeal is not a new trial, but a review of what already happened in the trial court. I recommend that you retain an appellate attorney for counsel.
