Legal Question in Banking Law in California
i had an online checking acount which was closed by the bank it also had a bal of $1400when they closed it.The reason it was closed because a merchant refunded me and the bank wanted a receipt which i couldnt find. The account has been closed since 2019 and they refuse to return the money to me but they have been using the money to charge me a monthly fee every month since 2019 for an account that has been closed. Can they charge a fee from my account funds for a closed account and refuse to return the money

They're not allowed to do that. Contact the state banking department to resolve this problem.
