Legal Question in Banking Law in California

I recently changed my mail service. My bank sent me a letter stating they will restrict access to my accounts unless I give them a home address. Given that the bank has had 3 major data breaches in recent years I am reluctant. They state my home address is required by law as part of the Patriot Act. Is it?

A physical address is required by the Patriot Act. It can be home or office, but not a mailbox service or PO box.
