Legal Question in Bankruptcy in California

I have filed chapter 13, pro se. Prior to the filing, a creditor had executed a judgement and garnished my bank account. Before the bank issued the payment to the creditor, I filed my bk petition and provided the bank with the paperwork. They stopped the payment, but the hold still remains and I do not have access to the funds. The bank informed me that only the creditor or the court can release the funds back to me. How do I get the funds released? I'm getting a run around from the collection agency. In fact, they say they can't even find my case. Any help?
