Legal Question in Bankruptcy in California

I have been living in CA for 2 months, I own a house in KS. I lost my job in KS and I can no longer afford to pay for my house in KS so I rented it out but the rent does not cover the morgage payment. I am considering filing bankruptcy. Do i need to file in CA or KS? I do not have much credit card debit, can I use my credit cards to pay my students loans and max out the cards before I file bankruptcy? Will that work to pay off my student loans? Will the credit card debit go away?

To file a bankruptcy petition in a particular state, you must have had a residence there for the greater part of the past 180 days. So if you were to file a BK today, you would have to file in KS. Running up credit card debt in anticipation of bankruptcy could have serious consequences.
