Do you need to be behind on your payments to file

I have about $20,000 in credit card debt, but I pay my bills on time every month. I have been trying to pay them off for several years, but when emergencies come up or my son needs help, I have to use my cards since I don't have the cash, because most of my pay check goes to credit card bills. Can I file bankruptcy if I'm not behind in my payments?
