Legal Question in Business Law in California

We have 2 cemetery plots left to 3 people. Two of the individuals would like to sell but the third party is refusing to respond to any communication. How can we take care of this? We live in the state of California

I think the answer is going to lie in how the plots are titled. You probably ought to sit down with an attorney and look at your options...maybe the one person can buy the two out?
