Legal Question in Business Law in California

If I have a car that is insured in California, but I drive it out of state to Arizona and a collision occurs in Arizona, does California collision repair law apply or does Arizona collision repair law apply? Which state's collision repair law applies? Arizona or California?

I guess what I am asking is that if there is a dispute over the amount of the collision repair, which jurisdiction would this dispute be under? Arizona or California?
