Are churches legally required to do criminal background checks on volunteers working with minors?

Churches are subject to the same childcare laws and regulations as anyone, whether the workers are paid or volunteer. So the question would be whether or not the activities of the volunteers would fall under the childcare laws or not. The church nursery school obviously would fall under the laws. The teen bible study leaders would not. Where the line falls in between is a matter of all the facts and circumstances of the activity.
