We are suing a company for a $3600 refund for not producing a web programming project. Their team has also used our Flash work in their portfolio to apply for other jobs. What is a reasonable amount to sue for violating intellectually property rights

Some intellectual property violations entitle the plaintiff to treble damages. If you are uncertain as to the amount of damages, you can plead that they are "subject to proof at trial but in excess of the minimum jurisdiction of this court" and worry about the numbers later. The treble damages request must be specifically plead if it applies, which would be based on specific statutes. I am unable to determine from the facts presented in your post whether you are entitled to these damages without further information.
