lobbying the us govt.

could you kindly help answer this question: is it a crime for a US company to pay a lobbyist on behalf of a foreign government to lobby usaid to buy its product for the benefit of the foreign government?

It is not a crime, but there are certain legal requirements such as the requirement to register as a lobbyist for a foreign government. There are lobbying firms in Washington, DC who regularly do the kind of work you describe, but I don't know and can't recommend a particular firm.

Lobbying is a form of protected free speech. Expressing views to someone else is legal whether that are your own views or views you're paid to express. There are limits. These include failure to register, paying bribes, and deliberate misrepresentation of facts.
