More clarity and more information would indeed be helpful, but as a general principle I can say that an employer can suspend, fire, place on leave, etc. its employees pretty much at will, with the main exception being that it cannot breach a contract with the employee or the employee's labor union. The suspended employees can end their suspension by resigning. This will turn them into former employees, free to seek employment elsewhere. Otherwise, the employees can ask the employer when they will be reinstated.
