Is putting the the letters 'SFSU' on shirts and then selling them illegal? Is it a violation of Education Code Section 89005.5?

Just read the section you cited. It is clearly an abbreviation and your use is commercial. Therefore it is illegal. You need to obtain permission to use it to sell shirts.
