You'll need a city business license (Placentia?) if they license businesses, as most California cities do. Also, if you use a so-called "fictitious business name" (any business name that does not contain your real last name (e.g., Ms. Smith's Fine Frocks) or the actual name of a corporation is considered "fictitious" (made up)) it must be registered with the county.

Apart from these requirements, many sole proprietorship businesses don't need anything else in the way of permits or licenses.

However, I sense that you may need additional general information about how to set up and run a small business. I'd start at a local bookstore, and select two or three not-too-expensive paperback books on the subjects of starting and operating a small business. Decide whether you want to be a sole proprietor or form a corporation or LLC. Learn about basic accounting. ........and so on.

Nolo Press is a good publisher of such books. Maybe look at their "Running a Side Business" by Lisa Guerin, and/or "The Small Business Start-Up Kit for California" by Peri Pakroo. There are other publishers as well, and you can buy the books on line, but you might be better off browsing in a large bookstore to see which will be really helpful.
