You need to re-key your home and cancel your credit cards. After that you need to meed with the manager of the Target Store to voice your displeasure as to how the loss of your wallet was handled in violation of store policy and see what can be done.

I agree to cancel all the cards, get a new ID and change your locks. About Target and store policy, it does not matter as the law controls here. He only had to use reasonable efforts to return the property to the owner. Thus if the woman claimed it was her wallet he had no legal obligation to give it to the manager.

Otherwise you can take this up in small claims court, if the man collecting carts admitted he knowingly gave your wallet to someone he knew was not the owner of the wallet, which is assuming he opened it studied the ID and the woman he gave it to was clearly different and he admits all of this, then you could argue it was unreasonable.
