can a civil suit be brought against a landlord that give a key to law inforcement to enter resident unit for search.

I am not a criminal lawyer. However, it is my understanding that, unless the police had a search warrant, only someone who lives in your abode can give consent to the search. Therefore, the landlord might be liable for trespass, especially if things were damaged or missing.
