Legal Question in Civil Rights Law in California

About 3 weeks ago I was involved in an incident at six flags magic mountain California. I am 16 years old. I was caught stealing a sweater that cost $28.00. They took me to a room and called my parents. They also took my season pass and banned me from the park for a year. This only took about 20 minutes then they released me to my sister who is 18 to go home. I just received a civil demand notice demanding $250.00. I believe this is absurd and I do not have the money to pay this. Do I have to pay it? What will happen if I don't? Thank you
