Legal Question in Civil Rights Law in California

I applied at the Chicana Work source in La for a W I A (worker investment act ) grant. I even sat in the orientation in Spanish, because i wanted to go to school that bad. So i finally chose a school did everything I could possibly do on my part. I got a physical, c p r, and even went as far as @ weeks into the course. Until one day I was sent home, because my school said that they were still waiting on my contract from the work source. Devastated, I called them, my case manager. A lot of phone tag was played. Then I got a hold of my worker and she apologized, she said she became an independent contract and rarely comes into the office. After, so many times of going back and fourth, she tells me that my whole file was lost. That she left it on her desk in good faith that the new worker will bring it upstairs to the supervisors, committee in charge. So here I am just calling and calling trying to find out what happened . Spoke to a supervisor and he said he did an "in house investigation," and found out that I had never been approved at all.And although , that shocked me , i still went down there to reapply all over again? Now classes start on Monday , and my case still pending ?I cant even describe how upsetting this has been on me. and considering the fact that I am literally a single mother of a 14 yr old daughter, who doesn't get child support either. I rearranged my life just so i could go to school , and completely be there, mind,body, and soul .. It was for vocational training for & weeks and they were even had job placement... now not only has this been nothing but bad.overall, It had a great impact financially. what should I do ?

My understanding of your question is what recourse do you have to deal with the fact that the WIA contract agency lost your file and did not process your application. I looked up "WorkSource" and found the website at http://www.worksourcecalifornia.com/information/WS_general_information.htm.

Apparently WorkSource is a consortia (group made up of other groups) of public agencies that are focused on employment and workforce development. As such, I believe that you may have some due process rights and need to file a formal written complaint with the management staff of the office that lost your application as soon as possible. If you are a CalWorks participant, I recommend you contact your worker. I recommend that you contact the Legal Aid Foundation of Los Angeles about this issue. Your case is very interesting. I hope that you are able to find some assistance through one of the local community legal assistance programs.
