Legal Question in Civil Rights Law in California

My child just told me that when one of her teachers at school

confiscates someones phone she goes through their phones or

if she can't gain access she demands to know their entry code

so she can then go through it. Is she legally entitled to do this?

What action can I tell my child to take if she confiscates her phone?

The kids are allowed to have cell phones during school? A student generally has a pretty weak privacy interest if they are at the school because the school has a compelling interest usually in maintaining order in the school, even if privacy violations occur.
