Ok as a favor to my friend i will ask this question a girl had told my friend that she can ask her uncle who is a deputy in riverside county to put my friends boyfriend in jail as a favor to her is that illegal?

Illegal, since there is no justification to hodl the person in jail.

If the arrested person could prove this, they would have a good lawsuit. The sad fact is that cops sometimes do engage in this type of behavior, and sometimes they get away with it.
