Legal Question in Civil Rights Law in California

There is a Japanese restaurant in California that will not serve anyone that is NOT Japanese. It is known to turn away customers by pointing to a RESERVED sign at the door after they give you the once over and shoo you away. The place will be totally empty and they say they are booked. It happens to a lot of people. I am tired of it.

Is this legal?

No, it is not legal. Check out Section 51 of the Civil Code -- the Unruh Civil Rights Act. Section 52 provides for the penalties for racial and/or national origin discrimination.
