Legal Question in Civil Rights Law in California

July 1st, 2009 I was hit in the head by my neighbor with a beer bottle, spent time in the hospital with a head concussion, the sheriff took a very poor report, made mistakes, did not state the facts as the interview was tape recorded, I filed a 2nd and 3rd charge against the same person, Went to restraining order court and the judge said the defendant not only hit me, but with a great degree of force and issued a permanent restraining order, however, they seem to not be prosecuting the defendant in criminal court,
