Legal Question in Civil Rights Law in California

My kids play musical instruments that to some are loud. My neighbor complains all the time about them playing so I tried diplomatically, to come to an agreement such as they would only play certain days of the week at certain times. Well for this boring individual that was not enough. He called the city police, whom when arrived at my house could not hear the music any more than people on the east coast, but his advice to me was that I should stop because I could get cited just because my neighbor doesn't like me or my music. Isn't that a breach of my constitutional rights? And what or how should I go about this?

I had a case in which my clients were like your neighbors. There is no easy fix. If your children play during reasonable daytime hours, there's nothing more you can do other than to have them practice outside your apartment, perhaps on alternate days/weeks. Some instruments are portable, or some facilities might have instruments on which they can practice.
