Legal Question in Civil Rights Law in California

I missed the second half of my biology lab last weekend for a doctors appointment and also forgot to get a note. I had my doctors office fax the note with proof of the appointment to the biology department at my school. A few days later my TA said she still had not gotten the note even though my doctors office had called me and said that they had faxed the note a few days previously. My TA had me on the spot call my doctors office and allow HER to talk to them or else I would "lose 5 points for missing part of lab." this annoyed me because I did not want her getting into my personal business but had no choice because I could not afford to lose points. She asked them to confirm i was there at a certain date and what time my appointment was at, where they were located, and what the name of the office was. Was this a violation of HIPAA or any other rights as I was basically forced to do it or else penalized?

There was no HIPAA violation because you consented to the release of the information. If you don't like they way it was handled, you'll need to take it up with the school administration.
