Legal Question in Civil Rights Law in California

i moved towns recently, and an officer from my old town which is 4 hours away called me and told me that i have to see a counselor because of nude pictures I sent to an ex boyfriend? no charges were pressed against me and i don't understand why i have to seek counseling on this subject by an officer that isn't in my town that i am currently residing in.

A police officer does not have the legal authority to order someone to undergo counseling. Only a court has that power.
