Can a policeman ask to view and ease pictures on a celular phone?

Pictures were taken of a car licenses plate.

You don't have to, and it is usually a bad idea to, consent to a search of your cell phone. It is also a bad idea to speak to the police. But if the policeman has reason to believe there's evidence on your cell phone that's relevant to a crime, he can get a search warrant for it.
