Copyright/Reusing Images

Is it legal to reuse coloring book images if the images are given away for free? The images would be used on a website, but nothing would be charged for people to download the coloring pages.

Yes, it is illegal. Copyright infringement analysis doesn't consider whether there's a charge, profit, etc. If an unauthorized copy is made, it's infringement, and can expose the infringer to up to $150,000 per infringement. (the site is an unauthorized copy, as is each download).
