Illegal internet advertising practices

A company on the web is pretending to be a search engine. They are selling ''results'' pages as well as pop-ups to some large companies. This ''search engine'' page covers up the URL page I am going to. They do the same with pop-ups. They have covered our home page twice in the last week. Is this illegal? Might is have merit for a class-action lawsuit?

I am not certain I understand your question. Are you complaining that you are listed at a search engine? Are you unhappy that a search engine makes you pay for results? Why do you think the site just pretends to be a search engine?
