open proxies

What is the law regarding open proxies?

There are free proxy lists all over the Internet...though they're open for any connection, in most cases these proxies were probably not intended for public use, the owner of the server just didn't block access for whatever reason.

So, is it really legal to connect to an open proxy without permission from the owner first?

Without permission, no.

There are lists of banks all over the Internet, too -- this doesn't mean you can walk in and take whatever you want from them.
