Legal Question in Technology Law in California

I am running the Ubuntu Linux operating system on my computer. I read that I need a package called "libdvdcss" to play encrypted DVDs. I read that "libdvdcss" may be illegal in the United States because it cracks the encryption. I would like a sure answer about the legality of libdvdcss for DVD playback.
