Do you want to find out if the site is legal? Or if the seller's proposed sale of the 800 number is legal and bona fide?

I would ask the seller for a copy of the contract by which it acquired the number, and read it to see what phone company provided the number and whether the number can be assigned or re-sold, or if it reverts back to the issuing telephone company when the original subscriber ceases to use and pay for it.
