Legal Question in Technology Law in California

I want to transfer a domain from enom.com to godaddy.com (as I have transfered one before from registrar.com to godaddy.com), but enom.com doesn't allow this because they say: "eNom is the only accredited registrar for 'premium' .tv domains. VeriSign determined the classification prior to registration and both domains are non-transferable." It says that "premium" domains are generic or common names or 3-letter compilations. Even if our name is generic, the other one that we transfered was equally generic because it was just the singular form of the same word! (i.e. doctor.tv vs. doctors.tv, as an example). So if what they are saying is valid, how come we could transfer from registrar.com to godaddy.com with doctor.tv but not with doctors.tv. Seems inconsistent.

I have dealt with both registrar.com and godaddy, but I've never even heard of enom.com. I don't know why enom is saying you can't transfer. Perhaps they are not an ICAAN approved registrar?? (no idea)

This isn't really a legal issue. I would just start making phone calls - start with enom to make them explain. Then see if godaddy can force the transfer to them.
