Legal Question in Constitutional Law in California

My 15 yr old son died in his sleep on 4/30/16. It took them 7 weeks to determine cause of death as "presumed cardiac arrhythmia." I put in a request for his autopsy and coronor's reports from El Dorado County records, CA. This request was denied and they cited Welfare and Institution Code 827, also T & G order of El Dorado County Superior court why they would not release these records . The first one I found and doesn't seem to apply, the second I couldn't find. Is it true they can't release autopsy records of a minor to the parent? What else can I do to obtain these records? I feel that it is important for the sake of my other children.

It sounds like your son was a ward of the court or otherwise under the legal guardianship of someone other than you pursuant to a juvenile dependency proceeding. If so, you would require the court's permission to see anything to do with his health or welfare. If you think you have a need or right to the autopsy, you have to apply to the court that ordered the guardianship or whatever other dependency proceedings orders he was subject to at the time of his death.
