Legal Question in Constitutional Law in California

I applied for and received general funds in sandiego county CA my question is about two stipulations ; 1) I have a felony drug conviction that is 14 years old and from another state so they want me to attend a drug and alcohol class is that legal or would it not be under double jeopardy considering I served my sentence 2) r there any laws or statutes pertaining to community service hrs and minimum wage in the state of California or the federal government

(1) This isn't double jeopardy since it isn't a further criminal proceeding, or even a further punishment. It's a condition for receiving the funds you applied for.

(2) You are not entitled to wages for the community service work if it is part of a criminal sentence.
