Legal Question in Constitutional Law in California

Are statutes enforceable without implementing regulations? And do both the statute and corresponding regulation have to be published in the Federal Register? Thanks!!

1. Usually yes.

2. Only regulations are required to be published in the Federal Register. The method of implementing regulations is specified in the Administrative Procedure Act (APA). If the regulation was not properly implemented it can be challenged.
