This is covered by city ordinance. In a city the size of Sacramento, the ordinances are available on line at a city Web site. Otherwise, call city hall, maybe the city attorney's line.

For Sacramento, look at www.qualitycodepublishing/codes/Sacramento and then chapters 8.68.060 and 8.68.080. There may be other applicable ordinances. Looks to me as though acceptable noise levels are specified in decibel level and permissible duration, with demolition and construction falling into an exception in 8.68.080. The law seems to impose a tighter standard on noise between 6 p.m. and 7 a.m. workdays.
