Can I file a lien against a contractors bond for faulty installation on a hard wood floor and go to arbitration?

Filing a lien against a bond isn't possible until you have an unpaid judgment, which in turn could be based upon an arbitration award. You can, however, initiate arbitration if your contract with the contractor gives you that right. Usually, the arbitration clause will indicate the arbitration service to be used, and you should contact the arbitration service's case-intake personnel for forms and procedures to initiate a case.
