What can be done about fraudulent use of mailing address?

Last week we received a letter from the county of Santa Clarita (most likely a speeding ticket) for someone who we rented a room to but has move out over six months ago. We retuned the letter to sender and put on it his last known PO Box address. However me and my family are concerned about this individual using our address in this matter. Would this be considered fraud or obstruction or justice? Is there anything that can be done?

Probably neither; the person has just forgotten (or failed) to notify the DMV of his or her new address. I wouldn't worry about it, just keep returning the mail to sender. By the way, there is no County of Santa Clarita in California. We have a city by that name, but no county.
