as a plumbing contractor in california, am I liable for labor costs for replacing a defective water heater within the 10 year sb 800 bill

I'd think probably not, because of several reasons, any one of which would take you out of its coverage: S.B. 800 didn't become effective until 2003 (as Civil Code section 896); subsection (e) seems to limit the coverage of plumbing to four years; and there are opt-in and opt-out provisions in the law that might take you out. We'd need more information to be sure.
